Tion Defence Division was the result of integrating Permanent Solutions into Tion Hegemony. In Year 18 Morobe system became a protectorate of the Hegemony and the system's corporate authority was assimilated into the government's military as their 3rd Fleet. Next to regular duties in Tion territories, the 3rd Fleet functioned as the training centre for new recruits as well as officers in line for a command position. Tion Defence Division existed as a corporate entity to conserve Morobe's assets separately from the Hegemony, and in Year 21 the corporate structure served as the foundation for One Nation Under Jou.
History
Background
The connection between Permanent Solutions and Tion Hegemony began in Year 17 when Stephanie Barefoot was appointed as the Lady Hegemon. It was through a relationship with Lilith Delcroix, who at the time was CEO of Sienar Fleet Systems, that Barefoot was introduced to the commanders of Morobe's corporate authority. In that year the leadership of Morobe was already considering an alliance with a larger corporation or a government to help with the system's further development.
As a result of negotiations, Permanent Solutions became Tion's 3rd Fleet in Year 18 after the marriage of Barefoot and Delcroix. The fleet's corporate structure became known as Tion Defence Division and retained control over the Morobe system, whilst receiving full support from the Tionese government. The integration was considered a mutually beneficial partnership rather than the Hegemony's takeover of Morobe. During this time Morobe was a self-governing part of the Hegemony.
The partnership lasted until Year 21. After Barefoot stepped down as the head of state on Day 201, Morobe declared independent sovereignty as One Nation Under Jou.
Military integration
As part of the integration, members of Permanent Solutions were appointed to various roles in the Hegemony, predominantly military roles, and Tion's rank structure was adopted. Gredek Dregoth, Commanding Officer of Permanent Solutions, was appointed Hyperion of Tionese Navy, and Faol Sean became the Fleet Admiral of the newly formed 3rd Fleet. As the Fleet Admiral, Sean was also the leader of the Tion Defence Division. Star Captain Bok Kiluyak was second-in-command of the 3rd Fleet. Fleet Admiral Athrun Zala commanded the 1st Fleet and Fleet Admiral Ninian DeLayn commanded the 2nd Fleet.
The biggest difference between the 3rd Fleet and the rest of the Tionese Navy was the training structure. New recruits could apply directly to the 3rd Fleet rather than having to go through the usual training system. This allowed the 3rd Fleet to establish its own training program which focused more on mentoring than an academy structure. As a result, efficiency of the 3rd Fleet was quickly rising because all the junior officers were trained by senior members, allowing for easy transition from training to active duty within the fleet.
It was likely due to this personal approach to training that the 3rd Fleet eventually had more active duty officers than the other fleets, and had better retention numbers. This significantly contributed to the performance of the fleet during naval exercises, and conflicts within Greater Tion territories.
During one particular training exercise, which was supposed to test all fleets fighting against each other, the 1st and 2nd Fleets had to work together to have a chance at defeating the 3rd Fleet. Fleet Admiral Sean was put into a tight spot when the two other fleets focused fire on his personal Victory I-class Star Destroyer, but thanks to his skill and experience he managed to escape with his ship intact, even if it was a narrow escape. This was just one of many examples of the 3rd Fleet's successes.
Morobe development
Day to day, the biggest challenge for the 3rd Fleet was the logistics between Morobe and the Greater Tion territories, which were separated by almost half of the galaxy. This became the most evident in Year 19 when Lady Hegemon Barefoot authorised the development project of Morabora. It was to be the largest construction effort in the system up to that date and required a significant amount of additional raw materials that were not present in the system. Until then Morobe's mining efforts focused on supporting ship manufacturing business, not planet-wide developments.
The development of Morabora resulted in a significant tax income boost, which made up for decreased profits from closing Sienar Fleet Systems in Year 17. Production of exclusively licensed ships was the main income for the corporate authority. This and other development efforts by Tion Hegemony have significantly improved the system's self-sufficiency, and financial support from the government made up for the development costs that would otherwise take years for Morobe to recuperate.
In Year 20 First Lady Delcroix was appointed as the leader of the Tion Defence Division. Delcroix was not involved with the fleet's military leadership, but rather used her role in the Tionese government to advocate for Morobe's interests.
When Morobe separated from Tion Hegemony in Year 21, the 3rd Fleet's military assets were split up. Some were used to form the initial One Nation Navy fleet, some were returned to Tion, and few went to private ownership. The reduced 3rd Fleet that remained with Tion was relocated to the Karazak system, including the personnel that did not retire or transferred to One Nation.
Iconography
The symbol of the 3rd Fleet was the letter gamma of the Old Tionese alphabet, circumscribed by laurels. Gamma is the third letter of the alphabet, preceded by alpha and beta, which were symbols of the 1st and 2nd Fleets respectively. The fleet symbols were designed by Athrun Zala.
