The Galactic Empire is a galactic government with territories stretching from the Deep Core to the Outer Rim. The group that discovered the Morobe system and established Permanent Solutions, alongside other affiliated companies, served in the Imperial Navy.
The Empire claims the Morobe sector as its sovereign territory under the Corellian Sector (3rd Sector) of the Ruby Region[1]. One Nation Under Jou does not claim jurisdiction in the sector beyond the Morobe system and has no diplomatic connections with the Empire.
