Valuable Service was the first award to be added to the nation's awards system since its establishment in Year 21. The commendation was developed when it was recognised that Mentioned in Dispatches and Letter of Commendation were not fit for purpose, and a new award was needed to fit the monarch's intentions. The two awards were combined to create the Valuable Service award, which was added to the system in Year 23 on Day 82.
