The Confederacy of Independent Systems (CIS), also known as the Third Confederate State, is an interplanetary government with territory spanning across all galactic regions; from the southern Outer Rim, through the Core, and to the northern Outer Rim. The primary objective of CIS as a galaxy-wide union of systems and corporations is the promotion of free enterprise and advancement of all Confederate member groups and subsidiary constituents. One Nation Under Jou began its partnership with CIS in Year 24, becoming a member and protectorate in Year 25.

The Third Confederate State is a successor state to previous iterations of the Confederacy, which was originally formed as the Separatist Alliance during the Clone Wars. After the end of the war, at least two major attempts were made to reform the CIS. Firstly by the Trade Federation which lasted until Year 10, and then by former Confederate members in Year 11. The Second Confederate State was destroyed during a successful coup by the Red Fury Brotherhood in Year 19. The Third Confederate State was formed in Year 20 by the merger of the Confederate Remnant and Kutol-Chan Industrial.
